The FPGEC Certification Program

The FPGEC Candidate Application Bulletin (download link below this article) details all requirements of the certification process. Reviewing the Bulletin is the first, and most important, step in the application process.

Am I Qualified for FPGEC Certification?

To apply for FPGEC Certification you must be a graduate of a recognized or accredited school of pharmacy and provide documentation that you are licensed and/or registered for unrestricted practice of pharmacy in a foreign country or jurisdiction.

Ready to Apply for FPGEC Certification?

For details about application requirements, review the section on FPGEC and Educational Credential Evaluators (ECE) application procedures in the FPGEC Candidate Application Bulletin before applying for FPGEC Certification. An incomplete or incorrect application will result in a delay in the process.

FPGEC Application

Once completed, the FPGEC application should be submitted to NABP along with:

-
Payment (Refer to the Application Bulletin for fee information.)
-
Two identical, full-face photographs of passport size and quality
-
Documentation of license and/or registration as a pharmacist in your country of practice
-
A certified photocopy of a current photo identification such as a driver’s license, passport, or state-issued identification card

Education Credentials/General Evaluation Report

As part of your application to the FPGEC Certification Program, you must also complete an application with Educational Credential Evaluators (ECE) for an evaluation of your educational credentials. This application can be submitted at the same time as your FPGEC application.

Detailed instructions on what you need to submit to ECE are covered in the FPGEC Candidate Application Bulletin, but be prepared to submit the following to ECE:

-
Documentation of education including official transcripts
-
Proof of degree
-
Photocopy of your pharmacy degree
-
Translation of non-English documents
-
Payment of fee for the General Evaluation Report
You must request that ECE forward one copy of your General Evaluation Report to the FPGEC along with your supporting educational documents.

Official Documentation

All official documents must be submitted to the FPGEC in an envelope sealed by the issuing body. A seal, stamp, or signature of an official must be placed across the flap closure and the envelope to ensure the confidentiality of the documents inside. You can request that the issuing body send the official, appropriately sealed documentation directly to the FPGEC, or you can request that the issuing body send them to you so that you can forward them to the FPGEC. Envelopes that are not sealed as specified in the FPGEC Application Bulletin or that appear open or tampered with will not be accepted.

Download the image of an appropriately sealed envelope for an example.

Also, if your documents are not in English, you must follow translation requirements as outlined in the FPGEC Candidate Application Bulletin.

Test of English as a Foreign Language (TOEFL iBT)

As part of the FPGEC Certification Program, you must take and achieve the minimal acceptable score for the Test of English as a Foreign Language (TOEFL) Internet-Based Test (iBT). You must take the TOEFL iBT at an Educational Testing Service (ETS) test center located within one of the NABP member jurisdictions including the 50 United States, District of Columbia, Guam, Puerto Rico, Virgin Islands, Australia, New Zealand, and nine Canadian provinces (Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland and Labrador, Nova Scotia, Ontario, Quebec, and Saskatchewan). Check with the Educational Testing Service (ETS) for dates and locations.

Determining Eligibility

The FPGEC evaluates each application and supporting documentation and the ECE General Evaluation Report for accuracy, authenticity, and fulfillment of certification requirements. If your application does not meet requirements, you will be notified and will be asked to correct those deficiencies. Details about each step of the process and the approximate time to complete each step are available in the FPGEC Certification Timeline.

If your application to the FPGEC Certification Program meets requirements, you will receive a letter of acceptance to sit for the FPGEE.

Awarding FPGEC Certification

FPGEC Certification is awarded once you fulfill the requirements as stated in the FPGEC Application Bulletin.
Evaluation Criteria for Reports for the National Association of Boards of Pharmacy (NABP)/Foreign Pharmacy Graduate Examination Committee (FPGEC)

Below are the main criteria we use to evaluate pharmacy education programs completed outside the United States. Please note that these criteria are not necessarily exhaustive and that other factors and circumstances may affect the results of particular evaluations.

The criteria described below are for informational purposes only and do not constitute an evaluation or a promise regarding the results of any particular evaluation. Education is dynamic, and our research is ongoing; therefore, the criteria are subject to change without notice.

Criteria to determine whether or not a foreign postsecondary pharmacy school has the United States equivalence of regional academic accreditation:

(1) It is officially recognized as a degree-granting institution by the authorities who have jurisdiction over tertiary education in the country in which it operates; and

(2) Its degrees merit reciprocal recognition by other educational institutions in the same country or region, and the individual courses within the degree programs merit transfer of credit or exemption from requirements when a student enrolls in a degree program at another educational institution in the same country or region.

Criteria to determine whether or not a foreign postsecondary pharmacy educational curriculum meets the applicable four-year or five-year professional degree requirement of the FPGEC Certification Program:

(1) One year of full-time academic work at a foreign pharmacy school meets the one year of full-time academic work requirement of the FPGEC.

(2) The official defined length of the pharmacy educational curriculum and the full-time study requirement are defined by the country and/or pharmacy school that offers the program.
(3) Previous studies will not increase or decrease the official defined length of the foreign pharmacy educational curriculum. For example, the official defined length of the pharmacy educational curriculum in Pharmacy School A is four years for the Bachelor of Pharmacy program. If Pharmacy School A also offers an optional two-year diploma in pharmacy, and the School admits students with the two-year diploma in pharmacy into the second year of the Bachelor of Pharmacy program, the official defined length of the pharmacy educational curriculum remains four years in length. Acceptance of the diploma in pharmacy does not add two years or one year to the four-year official defined length of the pharmacy educational curriculum.

(4) Postsecondary coursework that is mandated for all pharmacy students, and that is required for admission to the foreign university or the foreign pharmacy program at the university, will be evaluated for consideration in determining whether the foreign post-secondary pharmacy educational curriculum meets the applicable four-year or five-year professional degree requirement of the FPGEC Certification Program.

(5) The foreign degree program must confer the qualification that is required for licensure and/or authorization to practice as a pharmacist in the country that it was offered.

(6) The foreign degree program must contain at least the minimum of the common curriculum requirements of other pharmacy programs in the United States.

(7) Requirements for admission to a foreign pharmacy school or college of pharmacy should be the same for all students. If the requirements are not the same, only the least stringent set of requirements for admission to the foreign pharmacy school or college of pharmacy is considered.

Pre-FPGEE

Now that you are in the final phases of FPGEC Certification, preparing to take the FPGEE is the next step. The Pre-FPGEE® is a practice test that contains questions similar to those you will encounter on the FPGEE. It can help you prepare to take the examination FPGEE by providing a preview of the FPGEE testing experience. Since the Pre-FPGEE is administered online, you can take the exam anywhere you have an internet connection. Detailed information on the Pre-FPGEE can be found in the FPGEC Candidate Application Bulletin.

There are 66 questions on the Pre-FPGEE. You will have 85 minutes to complete all of the questions on the practice examination. This time limit is proportional to the time allowed on the FPGEE. Please allow an additional 15-20 minutes to complete the registration process and the exit survey.

You will be able to review previously answered questions and change your answers at any time during the examination. Once you begin the exam, you must complete it in its entirety to receive a score.

Registering for the Pre-FPGEE

You may register online by logging into your e-Profile. If you have not yet created an e-Profile, click on the link below to do so; your e-Profile is a separate account from the FPGEE registration. Once you register and pay for the Pre-FPGEE, you will have seven (7) days to take the test.

The cost of the Pre-FPGEE is $50. You may use any major credit card.

Candidates may only take each Pre-FPGEE test form once; however, a new form is available approximately four weeks before each FPGEE administration.

Pre-FPGEE Scores

The Pre-FPGEE is scored to similar the FPGEE. When you complete the examination you will be given an estimated scaled score based on your answers. You will have the ability to print your score report for your personal records from your NABP e-Profile account. Pre-FPGEE scores will not be released to anyone other than you.

The Pre-FPGEE score is intended to provide you with information on your performance in answering a subset of test questions similar to those you will encounter on the FPGEE under pre-testing conditions. NABP does not claim that a strong performance on the Pre-FPGEE predicts passing the FPGEE.

Many years of study and hundreds of hours as an intern have prepared you for the NAPLEX, but a trial run can help you stay on track. The Pre-NAPLEX® prepares you for the NAPLEX testing experience as you field questions similar to those you will face on the day of the test. Available online, you may take the Pre-NAPLEX anywhere you have an internet connection.

Taking the Pre-NAPLEX

The Pre-NAPLEX consists of 100 questions and takes 140 minutes to complete. You must complete the test in its entirety once you begin, and you will not be able to review questions or change an answer once you confirm an answer choice. You may take the Pre-NAPLEX up to two times. The Pre-NAPLEX content corresponds to the NAPLEX Competency Statements, which can be found in the NAPLEX/MPJE Candidate Registration Bulletin.

Registering for the Pre-NAPLEX

You may register online by logging into your e-Profile. If you have not yet created an e-Profile, click on the link below to do so; your e-Profile is a separate account from the FPGEE registration. Once you register and pay for the Pre-NAPLEX, you will have seven (7) days to take the test.

The Pre-NAPLEX costs $65 per testing session. It can be taken up to two times, and the $65 fee is applied to each attempt. Fees are non-refundable.

For the best testing experience, please ensure that your computer and web browser meet the Pre-NAPLEX technical specifications.

Pre-NAPLEX Scores

After you take the practice test, you will be provided your score report. You can also access your score report immediately after completing the Pre-NAPLEX through your examination history within your NABP e-Profile. The Pre-NAPLEX score is intended to provide you with information on your performance in answering a subset of test questions similar to those you will encounter on the NAPLEX under pre-testing conditions. NABP does not claim that a strong performance on the Pre-NAPLEX predicts passing the NAPLEX. A thorough understanding of the NAPLEX Competency Statements will help you prepare for the exam.

Schools and Colleges of Pharmacy: Help Your Students Succeed

If your school or college of pharmacy would like to assist students in preparing for the NAPLEX, the Pre-NAPLEX offers the most comprehensive preparation because it features actual questions from previous examinations. To give students the most realistic testing experience, some institutions arrange the Pre-NAPLEX to be administered in a group setting, in a controlled and proctored environment.

Schools and colleges of pharmacy may purchase vouchers to cover the cost of the Pre-NAPLEX for their students. Each voucher costs $55 and is good for one examination. Schools that order more than 100 vouchers earn a 10% discount. To order vouchers, please fill out the Pre-NAPLEX Voucher Order Form along with a purchase order (if desired). Schools will be invoiced for the purchase and the contact person indicated on the order form will be emailed a spreadsheet that contains the voucher codes, along with additional usage instructions. Voucher codes can be used for two years from the date of purchase.

Pre-NAPLEX Content Protected Under Law
